Leicester rubbish incinerator plan stirs heated debate

THE contract for Leicester county’s £86.6 million council waste is being chased by three companies. The contract will last from 2015 to 2040.
The companies have different plans for dealing with the estimated 180,000 tonnes of rubbish. One of them, the waste firm Biffa, wants to burn it in a combined heat and power (CHP) incinerator that it would build in Shepshed.
Biffa would add the 180,000 tonnes of public rubbish to 120,000 tonnes of commercial waste and convert it into electricity that would suffice for 42,000 homes.
The company claims that its incineration plant would be the best way to deal with Leicester’s rising mountain of rubbish. The planned plant would be covered by strict EU regulations on emissions and air quality.
Some politicians, green organisations and residents in the area of the proposed plant oppose the plans.
The research scientist Eric Goodyer – who was a councillor for Lewisham over a decade ago – is one of those against the Biffa plant. “Technology moves on and Leicestershire County Council needs to be a bit more visionary,” he said.
He pointed to Biffa’s ball mill and anaerobic digester at Wanlip, and said both offered a better solution than CHP.
