Stroud council team win first fly-tipping case

    8 February 2010

STROUD District Council has won its first team prosecution for fly-tipping.

The council’s new corporate enforcement team took the case against Gillian Woodcock, Kingsway, Gloucester.

At Gloucester Magistrates Court on 29th January, Mrs Woodcock pleaded guilty to the charges. She was ordered to pay the council costs of £375 and issued with a 12-month conditional discharge.

On 19th June 2009, a council employee saw Mrs Woodcock unloading corrugated plastic sheets from a trailer attached to her car. She then dumped them at a lay-by on the B4008 in Stonehouse – under a ‘No Tipping’ sign.

The employee recorded her car registration details and reported the incident.

The enforcement team collected evidence and instigated the court proceedings.

Stroud council cabinet member for community services, Cllr Joe Forbes, said: "We take the issue of fly-tipping very seriously so we are pleased with the outcome of this case.

"The success of this prosecution is testament to the combined skills of our new corporate enforcement team and shows the excellent way in which officers across the council are working closely and effectively together."

The enforcement team is able to issue fixed penalty notices in the case of environmental and anti-social crimes.

The Stroud council launched the enforcement team in November 2007 under the Clean Neighbourhoods and Environment Act (CNEA) 2005.
