Preston fly-tippers get the slip – thanks to the ice

A PRESTON laneway has been piled high with rubbish but, despite threats to prosecute fly-tippers, some local residents are continuing to dump there.

Some of the rubbish in the gated back alley in the Fletcher Road/Raikes Road area of Deepdale is rotting.

The city council cleared the alley in August 2009. Notices were posted saying that further fly-tipping would not be cleared and offenders might be prosecuted.

Fly-tipping in Preston has risen by more than 50 per cent since earlier this decade, according to official figures. There were 4,864 fly-tipping cases between April 2008 and March 2009 – an increase of 54.2% on 2004/5.

Waste enforcement officer Paul Cookson said the recent wintry weather meant that no prosecutions were being initiated.

"We did investigate quite a lot of waste. There was a mixture between residents continuing to act in an inappropriate manner and the aftermath of the break in collections.

"Under normal circumstances we'd be issuing fines but now people would say 'You have not been here for three weeks' – it would not be appropriate."

The council had started clearing the backlog, he added.

A 38-year-old local woman, who wished to remain anonymous, said: "I find it disgusting. I was not brought up to do this, I would not do it and people that do are appalling, inconsiderate and selfish."

Preston MP Mark Hendrick accused the council of failing to keep its promises. "The council is just not following through in terms of making sure council taxpayers are getting a good service.

"I think there is a deeper, more sinister motive to this. I think this might even be a case of them finding excuses to privatise the system."
