London councils object to public bodies using household rubbish service

LONDON’S councils have demanded that the government close a legal loophole whereby prisons, schools and a range of public bodies use free household rubbish collection services.

Non-domestic premises are meant to negotiate contracts to have their waste collected and disposed of, However, a loophole in the regulations means that some leave rubbish for the local council to collect.

This increases the financial burden on councils – and thus on taxpayers.

Last year, the Department for Environment, Food and Rural Affairs estimated that dealing with the waste from hospitals, prisons, schools, etc could cost local authorities in England and Wales up to £32 million extra.
