Hackney’s waste management service poor

HACKNEY Council’s waste-management service is poor and the prospects for improvement are uncertain, according to an independent report released yesterday by the Audit Commission.

The Audit Commission inspection team said the service was high-cost, and performance was low. They awarded no stars.

It said the standard of street cleaning across the London borough varied and regularly fell below acceptable standards.

The number of missed bin collections, although improved, was high and the recycling rates were the lowest in London.

London Region Inspection Service managing inspector Claire Bryce-Smith said: “Since October 2001 residents have noticed improvements in refuse collection. The introduction and roll-out of kerbside collections for paper will make recycling more accessible to residents.

“However, whilst we recognise improvements have been made, there is still a long way to go. With the service recently returned in-house, the council is now concentrating on securing further improvements on the ground, particularly in street cleaning which remains residents' number one priority. It is also looking at tackling the high cost of services overall.”

Despite the criticisms, the inspection report highlighted a number of strengths:
* Residents can access most waste-related services through a waste 'hotline'
* Recycling bank sites have improved and kerbside collections for paper has been introduced for 22,000 properties

The inspection covered domestic and trade refuse collection, street cleaning and recycling undertaken by Hackney Council.
