    Enfield fly-tipping doubles since recycling centre closed

    ENFIELD has suffered double the amount of fly-tipping since the Carterhatch Recycling Centre was closed in 2006.

    There were 2,509 incidents in 2005/06 compared to 6,259 in 2008/09, according to fly-tipping database Flycapture, run by the Environment Agency (EA).

    However, an Enfield MP Joan Ryan (Labour) has put forward a bill to help cut fly-tipping in the borough.

    The bill, introduced by Ms Ryan on Tuesday, would require all councils to publish how quickly they respond to fly-tipping incidents.

    Ms Ryan said: “Since the closure of the Carterhatch Recycling Centre in 2006 – which the Enfield Independent, thousands of local residents and I campaigned against – fly-tipping has exploded across Enfield.

    “Publishing response times is not just about getting council to remove rubbish more quickly. Important though it is, it is also about reducing the amount of fly-tipping in the first place.

    "Removing rubbish quickly would also act as a deterrent to fly-tippers in the first place.”

    Under the proposed legislation, local authorities would have to submit their response times to the EA.

    Local authorities currently are required to tell the agency how much fly-tipping takes place in their area, how they deal with it and how much it costs to clean up.

    A total of 6,259 fly-tipping incidents were reported in Enfield in 2008/09; 10pc (638) resulted in warning letters and 8pc (510) in a fine.

    Enfield Council issued a statutory notice to a further 2.6pc (164) and successfully prosecuted 0.9pc (56).
